Colker was\u003cbr\u003eable to devote the considerable resources of a middle-class lawyer to her\u003cbr\u003estruggle and ultimately won, but she knew that the IDEA would not have\u003cbr\u003ebenefitted her son without her time-consuming and costly legal intervention.\u003cbr\u003eHer experience led her to investigate other cases, which confirmed her\u003cbr\u003esuspicions that the IDEA best serves those with the resources to advocate\u003cbr\u003estrongly for their children. The IDEA\u003cbr\u003ealso works only as well as the rest of the system does: struggling schools that\u003cbr\u003eserve primarily poor students of color rarely have the funds to provide\u003cbr\u003eappropriate special education and related services to their students with\u003cbr\u003edisabilities.
