There are plenty of reasons for smaller liberal nations like the Nordics to take an active role in the ongoing development of international law in cyberspace. Recent cyber threats highlight that global security depends on a stable international environment. The current lack of legal clarity is exploited by hostile actors, complicating efforts to create cohesive cybersecurity strategies based on international norms.
