This is a story which begins in California and ends in China. It is a detective tale with a subtle love interest. Victor Lin, a Chinese-American died in mysterious circumstances on a trip to the Thousand Island Lake south of the city of Hangzhou. His wife Anne Gavin, an Irish-American, went to China to find out what really happened. In the course of her investigation, she teamed up with David Han, an academic from Hong Kong who also lost his sister in the same “accident”. Tao Te Ching, also commonly known as Lao Tzu, is one of the most important Chinese classics and has had great influence on Chinese thought. It is regarded as the bible of Taoism and is by far the most frequently translated Chinese classic, with over thirty translations into English alone.

The work is said to be by Lao Tzu, who was an elder contemporary of Confucius and founder of the school of thought of Taoism. However, it might be an anthology compiled by a series of editors over a period of time.

This bilingual edition consists of two parts. The English text in Part One is a reprint of the earlier translation of the so-called Wang Pi text, first published by Penguin Books in 1963. The text of the translation has been deliberately left unchanged, because there is room for a translation of what has been for centuries the most widely used version of the Lao Tzu.

Part Two is the fresh translation of a text which is a conflation of two manuscripts of the Lao Tzu, dating at the latest from the early Western Han and discovered at Ma Wang Tui in December 1973. This is far superior to the texts previously available to us, as we have here, for the first time, a text we can be sure is free from scribal errors and the editorial tamperings of subsequent ages. Moreover, we have a text with the fuller use of particles which often rules out a good many of the conjectural interpretations by scholars down through the ages.

Driven by the "new public management" orientation and the impact of globalization, public sector reform has become a worldwide trend. In Hong Kong, the first public sector reform programme was launched in 1989, paving the way for new initiatives such as performance pledges, trading funds, budget devolution, contracting-out of services and performance management. Hong Kong's return to China since 1997 and the subsequent financial crisis undoubtedly have accelerated the process in recent years.

This new volume is a completely revised edition since its appearance in 1995. New chapters are added by both academics and senior government officials who are involved in either the study or the implementation of public sector reform to give an updated new picture. The discussion therein is wide-ranging and multi-dimensional — covering a diversity of academic, professional, practitioner and even ideological viewpoints — and supported by rich analytical material and empirical data.

The fourteen essays presented in this volume examine the diverse ways in which cultural products are shaped and re-shaped in public spaces in China, Taiwan, Hong Kong, Japan and some other countries in the Pacific in their continuing encounters with the forces of localism and globalism.

Various theories of globalisation have been proposed since the 1970s to predict the trend of development toward homogenisation and explain the tensions hitherto created. However diverse the theories may be, there is one fact that assumes the form of a challenge. As the world has become seemingly less and less divergent in its "shrinkage," the traditional categories of cultural division and opposition, such as the East versus the West, may no longer be adequate in analysing the world we live in today. Paradoxically enough, this very shrinkage and restructuring of the world has the effect of focusing more sharply on questions of localism, identity and cultural roots. This is, in fact, a moment in history when the local and the global are co-implicated in complex and unanticipated ways.

How do cultural workers, who are primarily writers, intellectuals, journalists, filmmakers and educators, in Asia and the Pacific respond to this challenging phenomenon? How do they conceptualise it? What are the prospects and problems they foresee with regard to their own societies and cultures? These are questions of utmost significance as one seeks to come to terms with East Asia and the emerging Pacific as a space of contestation and resistance in the global/local process of cultural production. The fourteen essays collected in this book certainly represent the views of some of the prominent scholars in the region.

A Pragmatist and His Free Spirit portrays the unconventional love of Hu Shi, a Chinese social reformer and civil rights pioneer, and Edith Clifford Williams, an American avant-garde artist of the early twentieth century. Hu studied at Cornell University, where he first met Williams, and Columbia University, where he worked with the famous pragmatist John Dewey. At the time of his death in 1962, he and Williams had exchanged more than 300 letters that, along with poems and excerpts from Hu's diaries and documents (some of which have never before been translated into English) form the center of this book.

In Williams, Hu found his intellectual match, a woman and fellow scholar who helped the reformer reconcile his independent scholarship with cultural tradition. Williams counciled Hu on the acceptance of an arranged marriage, and she influenced his pursuit of experimental vernacular poetry through an exposure to avant-garde art. In 1933, the two became lovers, although their romance would eventually dwindle. Nevertheless, Williams maintained a devoted and honest correspondence with Hu throughout his tumultuous life.

Hu's work touched on virtually every crucial aspect of twentieth-century Chinese society, particularly Chinese liberalism and the use of vernacular Chinese. A Pragmatist and His Free Spirit explores the lesser-known side of this major philosopher while reconstructing his romance with Williams. Not only does the volume place Hu within the larger social, economic, and political context of his time, but it also provides readers with a multifaceted portrait of China's dramatic modern history.
