The causes of this paradox have never been adequately explained.

Ferrer interprets the economic stagnation of Argentina in historical terms, tracing the evolution of the country's economy through four separate stages, beginning with the colonial era in the sixteenth century. Most attention is given to the period of "nonintegrated industrial economy," from 1930 to the present. According to Ferrer, modern Argentina was formed in the second half of the nineteenth century, when the country was integrated into the world economy as a large producer and exporter of agricultural products. The great influx of immigrants and foreign capital led to a rapid disintegration of the traditional society, which had been composed of isolated regional economies with a low level of economic and social development. The Pampa area, an "open space" that had been largely uninhabited, became the nucleus of the subsequent expansion because of its rich land resources and humid and temperate climate.

The dislocation of the international economy after the world economic crisis of the 1930's and the rigidity of the Argentine agricultural economy, confronted the country with need to industrialize and diversify its economic structure. Some progress has been made along this road, but Ferrer attributes Argentina's postwar difficulties to the lack of proper answers to the problems of an agricultural economy in transition to a modern industrial society.

The author relates economic data to the broader social and political issues. He forsees a definitive confrontation between two social and economic forces: one favoring maintenance of the status quo, the other advocating an enlightened policy of basic industrial growth. The outcome of this confrontation will have a profound impact on the future of Argentina and, indeed, all Latin America.

The present volume, to which several Japanese and American social scientists have contributed, offeres an interdisciplinary description and analysis of this strangely persistent phenomenon, inherited from feudal times. Its main thesis is that caste and racism are derivatives of identical psychological processes in human personality, however differently structure they may be in social institutions. It finds that what it terms status anxiety, related to defensively held social values, leads to a need to segregate disparaged parts of the population on grounds of innate inferiority.

Until the time of their official emancipation in 1871, the so-called eta were distinguished visibly by their special garb. Today few clues to their identity are visible; yet, they remain a distinguishable, segregated segment of the population and bear inwardly, in a psychological sense, the stigma resulting from generations of oppression.

This volume traces the story of the outcastes in complete detail--their origin, their stormy post-emancipation history, and their present leftist political significance. Large populations of outcasts live in urban ghettoes within the major cities of south-central Japan. In some of these metropolitan centers they comprise up to 5 percent of the population but contribute 60 to 65 percent of unemployment and relief roles. They have periodic trouble with the police; they manifest a delinquency rate more than three times that of the ordinary population; their children do poorly in school; they are subject to various forms of job discrimination; and few marriages are successfully consummated across the caste barrier.

Some try to escape their past identity by becoming prostitutes or by entering the underworld. Those who survive discrimination to achieve status in society either live in fear of exposure [if they are "passing"] or overtly maintain their identity in proud isolation. Some who live in rural communities have achieved equal economic status with their neighbors but not full social acceptance.

In their theoretical closing discussion the authors offer a challenging critique of Marxian class theory in introducing the concept of "expressive" exploitation--that is, the psychological use of a subordinate group as a repository of what is disavowed by the values of a culture in a caste society--as distinct in form and function from the "instrumental" economic or political exploitation of subjected minorities in class societies.

Music, we are often told, is a language. But if music is a language, then who is speaking? The Composer's Voice tries to answer this obvious but infrequently raised question. In so doing, it puts forward a dramatistic theory of musical expression, based on the view that every composition is a symbolic utterance involving a fundamental act of impersonation. The voice we hear is not that of the composer himself, but of a persona--a musical projection of his consciousness that experiences and communicates the events of the composition.

Developing his argument by reference to numerous examples ina wide variety of styles, Mr. Cone moves from song and opera through program music to absolute instrumental music. In particular, he discusses the implications of his theory for performance. According to the dramatistic view, not only every singer but every instrumentalist as well becomes a kind of actor, assuming a role that functions both autonomously and as a component of the total musical persona. In his analysis of the problems inherent in this dual nature of the performer's job, Mr. Cone offers guidance that will prove of practical value to every performing musician.

He has much to say to the listener as well. He recommends an imaginative participation in the component roles of musical work, leading to a sense of identification with the persona itself, as the path to complete musical understanding. And this approach is shown to be relevant to a number of specialized kids of listening as well--those applicable to analysis, historical scholarship, and criticism. The dance, too, is shown to depend on similar concepts.

Although The Composer's Voice involves an investigation of how music functions as a form of communication, it is not primarily concerned with determine, or interpreting, the "content" of the message. A final chapter, however, puts forward a tentative explanation of musical "meaning" based on an interpretation of the art as a coalescence of symbolic utterance and symbolic gesture. Beginning with a discussion of the setting and framework of the Los Angeles metropolitan area, the authors attempt to clarify the nature of the legal, political, social, and economic forces tha have shaped the present system. The second part of this work is concerned with the contenders for leadership within the area: the central city, the urban county, and the suburbs. On the basis of the collected information, the authors next pose the hypothesis that democratic ideology and group interests have combined to produce competing power centers from which groups operate while at the same time lacking sufficient resources to dominate decision making. In the final section of a number of possible alternatives that might produce decision on area-wide issues are examined, and suggestions for bringing together the various political groupings are given.

The Argentine Economy

Argentina poses a challenge to economists, economic historians, political scientists, and other concerned with the interrelationship of political and economic forces in developing nations. Although possessed of most of the attributes generally thought necessary for rapid and self-sustaining development, her economy has barely kept up with the population increase, and living standards of large segments of the population have not advanced. The causes of this paradox have never been adequately explained.

Ferrer interprets the economic stagnation of Argentina in historical terms, tracing the evolution of the country's economy through four separate stages, beginning with the colonial era in the sixteenth century. Most attention is given to the period of "nonintegrated industrial economy," from 1930 to the present. According to Ferrer, modern Argentina was formed in the second half of the nineteenth century, when the country was integrated into the world economy as a large producer and exporter of agricultural products. The great influx of immigrants and foreign capital led to a rapid disintegration of the traditional society, which had been composed of isolated regional economies with a low level of economic and social development. The Pampa area, an "open space" that had been largely uninhabited, became the nucleus of the subsequent expansion because of its rich land resources and humid and temperate climate.

The dislocation of the international economy after the world economic crisis of the 1930's and the rigidity of the Argentine agricultural economy, confronted the country with need to industrialize and diversify its economic structure. Some progress has been made along this road, but Ferrer attributes Argentina's postwar difficulties to the lack of proper answers to the problems of an agricultural economy in transition to a modern industrial society.

The author relates economic data to the broader social and political issues. He forsees a definitive confrontation between two social and economic forces: one favoring maintenance of the status quo, the other advocating an enlightened policy of basic industrial growth. The outcome of this confrontation will have a profound impact on the future of Argentina and, indeed, all Latin America.
