In countries that have managed to confront and cope with the challenges of food insecurity over the past two centuries, markets have done the heavy lifting. Markets serve as the arena for allocating society's scarce resources to meet the virtually unlimited needs and desires of consumers: no other mechanism can efficiently signal fluctuations in scarcity and abundance, the cost of labor, or the value of commodities. But markets fail at tasks that society regards as important; thus, governments have had to intervene to stabilize the economic environment and provide essential public goods, such as transportation and communications networks, agricultural research and development, and access to quality health and educational facilities. Ending hunger requires that each society find the right balance of market forces and government interventions to drive a process of economic growth that reaches the poor and ensures that food supplies are readily, and reliably, available and accessible to even the poorest households. Food Security and Scarcity explains what forms those challenges take in the long run and short term and at global, national, and household levels. C. Birthplace of Buddha and home to stunning Himalayan peaks, Nepal is also known for its unique cuisine and rich cultural traditions. Nepal is a landlocked country that had little contact with the outside world for centuries, resulting in a unique culinary culture that was not influenced by other cuisines. After opening borders in the 1950s, however, Nepal’s cuisine evolved to take on influences from neighboring India, China and Tibet. Those influences, combined with Nepal’s vast cultural and geographic diversity, result in a singular cuisine characterized by the simplicity of fresh local ingredients that are artfully paired with herbs and spices.

A Nepali staple is Daal-Bhaat-Tarkaari (lentil-rice-vegetable), found in many variations and flavors. It includes boiled rice accompanied by daal made from dried beans, lentils, or peas. A variety of fresh vegetables and leafy greens round out the meal. The use of spices is mild and subtle, but meals are often served with a side of spicy pickles. Meat, poultry, and fish are served only occasionally, mostly during celebrations.

In the early decades of the American Republic, American soldiers demonstrated and defined their beliefs about the nature of American republicanism and how they, as citizens and soldiers, were participants in the republican experiment through their service. In For Liberty and the Republic, Ricardo A. Herrera examines the relationship between soldier and citizen from the War of Independence through the first year of the Civil War.

The work analyzes an idealized republican ideology as a component of soldiering in both peace and war. Herrera argues that American soldiers’ belief system—the military ethos of republicanism—drew from the larger body of American political thought. This ethos illustrated and informed soldiers’ faith in an inseparable connection between bearing arms on behalf of the republic, and earning and holding citizenship in it. Despite the undeniable existence of customs, organizations, and behaviors that were uniquely military, the officers and enlisted men of the regular army, states’ militias, and wartime volunteers were the products of their society, and they imparted what they understood as important elements of American thought into their service.

Drawing from military and personal correspondence, journals, orderly books, militia constitutions, and other documents in over forty archives in twenty-three states, Herrera maps five broad, interrelated, and mutually reinforcing threads of thought constituting soldiers’ beliefs: Virtue; Legitimacy; Self-governance; Glory, Honor, and Fame; and the National Mission. Spanning periods of war and peace, these five themes constituted a coherent and long-lived body of ideas that informed American soldiers’ sense of identity for generations.

For the Love of Humanity builds on two years of transnational fieldwork within the decentralized network of antiwar activists who constituted the WTI in some twenty cities around the world. Ayça Çubukçu illuminates the tribunal up close, both as an ethnographer and a sympathetic participant. In the process, she situates debates among WTI activists—a group encompassing scholars, lawyers, students, translators, writers, teachers, and more—alongside key jurists, theorists, and critics of global democracy.

WTI activists confronted many dilemmas as they conducted their political arguments and actions, often facing interpretations of human rights and international law that, unlike their own, were not grounded in anti-imperialism. Çubukçu approaches this conflict by broadening her lens, incorporating insights into how Amnesty International, Human Rights Watch, and the Iraqi High Tribunal grappled with the realities of Iraq's occupation. Published toward the end of Stoddard’s career as a poet and travel writer whose friends included Mark Twain and Ambrose Bierce, For the Pleasure of His Company: An Affair of the Misty City is a pioneering novel that explores the ambitions of a young artist while illuminating the struggles of gay men in a society that failed to accept them as equals.

At 25 years of age, Paul Clitheroe is “master of himself, but slave to fortune.” A struggling writer, he lives a life of ennui and excess, looking for love and success without being sure of the shape of either. Charles Warren Stoddard (1843–1909) was, during his life, an acclaimed and prolific writer in multiple genres: poetry, travel sketches, personal memoir, and conversion narrative. His most popular works were dispatches primarily from the South Sea Islands but also extended into Palestine, Egypt, and what would become known as Hawai‘i, most of which were published in the San Francisco Chronicle and then collected into books.

For the Pleasure of His Company: An Affair of the Misty City, Thrice Told (1903) is Stoddard’s only novel. This new edition, as with other works in Penn Press’s series Q19: The Queer American Nineteenth Century, returns and reframes an important queer literary text to print. Set mostly in and around San Francisco in the late nineteenth century, the novel features a protagonist, Paul Clitheroe, who is an aspiring writer living among the Bohemian artistic circles of that place and time—the same circles Stoddard himself inhabited. The novel is both formally experimental and largely autobiographical. Thus Paul comes into contact, as Stoddard did, with writers, artists, actors, directors, priests, adventurers, and many others as he attempts to begin his career. Bohemian artistic life and erotic experimentation go hand in hand here: Paul has multiple relationships with other men even as he writes a novel that features similar liaisons. At the very end of the story, while on a cruise in the Pacific, Paul impulsively leaves his ship and disappears in a canoe with some young Hawaiian men. This parallels Stoddard’s life too: he spent many long periods of his life in Hawai‘i, where he found the local homoerotic customs to his liking.

This Q19 volume also includes three of Stoddard’s Hawaiian travel sketches, which chronicle his intimate personal relationship with a Hawaiian youth he calls Kána-Aná. The volume contains a full critical introduction as well as extensive annotations explaining textual references of various kinds and identifying parallels with Stoddard’s own life.

For the Term of His Natural Life (1874) is a novel by Marcus Clarke. Inspired by a journey taken by the author to the penal colony of Port Arthur, Tasmania, the novel was originally serialized in The Australian Journal between 1870 and 1872. For its depictions of the brutality and inhumanity of Australia’s penal colonies, the novel has been recognized as a powerful realist novel and one of the first works of Tasmanian Gothic literature. In the year 1827, a young British aristocrat is implicated in the murder and robbery of Lord Bellasis, his birth father. Sent to Van Diemen’s Land, he changes his name to Rufus Dawes and steadies himself for life in some of the world’s most notorious penal colonies. On board the Malabar, which is also transporting the new commander of the settlement at Macquarie Harbour, a group of mutineers hatches a plan to take control of the ship. Although Dawes warns the Captain, the conspirators place responsibility for the attempted mutiny on his innocent shoulders, and his sentence is extended for the rest of his life. At Macquarie Harbor and later Port Arthur, Dawes is brutalized, isolated, and tortured, leaving him no choice but to plan his unlikely escape. This edition of Marcus Clarke’s For the Term of His Natural Life is a classic of Australian literature reimagined for modern readers.

A surprising history of how the pig has influenced Jewish identity

Jews do not eat pig. This (not always true) observation has been made by both Jews and non-Jews for more than three thousand years and is rooted in biblical law. Though the Torah prohibits eating pig meat, it is not singled out more than other food prohibitions. Horses, rabbits, squirrels, and even vultures, while also not kosher, do not inspire the same level of revulsion for Jews as the pig. The pig has become an iconic symbol for people to signal their Jewishness, non-Jewishness, or rebellion from Judaism. There is nothing in the Bible that suggests Jews are meant to embrace this level of pig-phobia.

Starting with the Hebrew Bible, Jordan D. Rosenblum historicizes the emergence of the pig as a key symbol of Jewish identity, from the Roman persecution of ancient rabbis, to the Spanish Inquisition, when so-called Marranos (“Pigs”) converted to Catholicism, to Shakespeare’s writings, to modern memoirs of those leaving Orthodox Judaism. The pig appears in debates about Jewish emancipation in eighteenth-century England and in vaccine conspiracies; in World War II rallying cries, when many American Jewish soldiers were “eating ham for Uncle Sam;” in conversations about pig sandwiches reportedly consumed by Karl Marx; and in recent deliberations about the kosher status of Impossible Pork.

During the sixteenth and seventeenth centuries, Spanish authorities restricted emigration to the Americas to those who could prove they had been Catholic for at least three generations. In doing so, they hoped to instill religious orthodoxy in the colonies and believed Muslim converts, or Moriscos, would hamper efforts to convert indigenous people to Catholicism. Nevertheless, Moriscos secretly made the treacherous journey across the ocean, settling in the forbidden territories and influencing the nature of Spanish colonialism. Once landed, Morisco men and women struggled to define and practice their religion or pursue their trades, all while experiencing increasing anxiety about their place in the emerging Spanish empire. Many Moriscos were accused by authorities of descending from Muslims or practicing Islam in secret and turned to the courts to assert their legitimacy.

Forbidden Passages is the first book to document and evaluate the impact of Moriscos in the early modern Americas. Through close examination of sources that few historians have used—some one hundred cases of individuals brought before the secular, ecclesiastical, and inquisitorial courts—Karoline P. Cook shows how legislation and attitudes toward Moriscos in Spain assumed new forms and meanings in colonial Spanish America. Moriscos became not simply individuals struggling to join a community that was increasingly hostile to them but also symbols that sparked authorities' fears about maintaining religious purity in the face of territorial expansion. Cook reveals how Morisco emigrants shined a light on the complicated question of what it meant to be Spanish in the New World.

From its origins in the 1750s, the white-led American abolitionist movement adhered to principles of "moral suasion" and nonviolent resistance as both religious tenet and political strategy. But by the 1850s, the population of enslaved Americans had increased exponentially, and such legislative efforts as the Fugitive Slave Act and the Supreme Court's 1857 ruling in the Dred Scott case effectively voided any rights black Americans held as enslaved or free people. As conditions deteriorated for African Americans, black abolitionist leaders embraced violence as the only means of shocking Northerners out of their apathy and instigating an antislavery war.

Population and economic growth, urbanization, and lifestyle changes are key drivers of water demand estimation. Climatic change and risks add another dimension to the calculus. Because of interlinkages with international trade, accurate global water and food demand productions will be critical for planning food, water, and nutritional security, national climate adaptation actions, and achieving sustainable development targets in many developing countries.

How important is foreign aid in fostering economic growth in developing countries? Does it help recipient countries, hurt them, or have little effect either way? Foreign Aid Allocation, Governance, and Economic Growth investigates this issue by looking at foreign aid by sector rather than treating it as an aggregate amount. Aid can be allocated to a recipient's production sectors (such as agriculture, manufacturing, or mining), economic infrastructure (such as transport, storage, or communications networks or power generation facilities), or social sectors (such as education or healthcare). This book differentiates among various channels through which each of these three categories of foreign aid affects economic growth.

The findings suggest that economic aid, including aid to production sectors and economic infrastructure, contributes to economic growth by increasing domestic investment. Aid to social sectors, however, does not appear to have a significant impact on human capital (measured by school enrollment) and economic growth. This study also assesses the degree to which the quality of democratic governance in a recipient country influences foreign aid's effectiveness and finds that democracy is no guarantee of aid effectiveness. In fact, economic aid to less democratic countries can lead to better economic growth, at least initially, provided the aid recipients secure property rights and allow capital accumulation. Although further research into the question is necessary, Foreign Aid Allocation, Governance, and Economic Growth suggests that aid targeted to increasing domestic investment might be an effective means of fostering economic growth in less developed countries.

In recent years, Mesoamerican anthropologists have been shifting the focus of their research from structural-functional analyses of small communities to studies of communities as the products of the interaction of microsocial and macrosocial processes. Greater attention is being given to relationships between ecology and society; between state power and local community culture; and among world economics, regional politics, and subregional sociocultural patterns. Forest Society examines the social history of Peten, in the lowlands of Northern Guatemala, in the context of these changing relationships. The author contends that, for 250 years, roughly from the 1720s to the 1970s, the sociocultural system of Peten endured with remarkable continuity, not in spite of changes in the hinterland region but, to an important degree, because of them. During that time, there was relatively little change in the socioeconomic composition of and the relationships between Peten's various social sectors and ethnic groups.

Norman B. Schwartz argues that relationships between the material base (ecology,
technology, and economy) of society in Peten demography and the struggle of individuals and groups to control resources gave Peteneros an opportunity, and, at the same time, compelled them gradually to build a stable, moderate society, marked by continuity of social status and commutative connections between ethnicity, community, and social class. He also discusses the new colonization of the 1970s and the disastrous civil war of the1980s and the reasons why these changes are finally eroding the stability of Peten's society.

“How does it feel to be a problem?” asked W.E.B. DuBois in The Souls of Black Folk. For many thinkers across the color line, the “Negro problem” was inextricably linked to the concurrent “labor problem,” occasioning debates regarding blacks’ role in the nation’s industrial past, present and future. With blacks freed from the seemingly protective embrace of slavery, many felt that the ostensibly primitive Negro was doomed to expire in the face of unbridled industrial progress. Yet efforts to address the so-called “Negro problem” invariably led to questions regarding the relationship between race, industry and labor writ large. In consequence, a collection of thinkers across the natural and social sciences developed a new culture of racial management, linking race and labor to color and the body. Evolutionary theory and industrial management combined to identify certain peoples with certain forms of work and reconfigured the story of races into one of development and decline, efficiency and inefficiency, and the thin line between civilization and savagery.

Relying on extensive archival research and blending cultural and military history, Hughes demonstrates that the Napoleonic regime incorporated elements from both the Old Regime and French Revolutionary military culture to craft a new military culture, characterized by loyalty to both Napoleon and the preservation of French hegemony in Europe. Underscoring this new, hybrid military culture were five sources of motivation: honor, patriotism, a martial and virile masculinity, devotion to Napoleon, and coercion. Forging Napoleon's Grande Armée vividly illustrates how this many-pronged culture gave Napoleon’s soldiers reasons to fight.

The last two decades have been marked by momentous changes in forms of governance throughout the post-Soviet region. Ukraine's political system, like those of other formerly socialist states of Eastern Europe, has often been characterized as being "in transition," moving from a Soviet system to one more closely aligned with Western models. Anna Fournier challenges this view, investigating what is increasingly recognized as a critical aspect of contemporary global rights discourse: the active involvement of young people living in societies undergoing radical change. Fournier delineates a generation simultaneously embracing various ideological stances in an attempt to make sense of social conditions marked by the disjuncture between democratic ideals and the everyday realities of growing economic inequality.

Based on extensive fieldwork in public and private schools in the Ukrainian capital city of Kyiv, Forging Rights in a New Democracy explores high-school-aged students' understanding of rights and justice, and the ways they interpret and appropriate discourses of citizenship and civic values in the educational setting and beyond. Fournier's rich ethnographic account assesses the impact on the making of citizens of both formal and informal pedagogical practices, in schools and on the streets. Chronicling her subjects' encounters with state representatives and "violent entrepreneurs" as well as their involvement in peaceful protests alongside political activists, Fournier demonstrates the extent to which young people both reproduce and challenge the liberal discourse of rights in ways that illuminate the everyday paradoxes of market democracy. By tracking students' active participation in larger contests about the nature of liberty and entitlement in the context of redefined rights, her book provides insight into emergent configurations of citizenship in the New Europe.

Although the cases discussed here are but a sample of a litany going back to biblical times, Forgotten Genocides offers an important examination of the diversity of contexts out of which repeatedly emerge the same hideous realities.

In the wake of the Second World War, how were the Allies to
respond to the enormous crime of the Holocaust? Even in an ideal world, it
would have been impossible to bring all the perpetrators to trial.
Nevertheless, an attempt was made to prosecute some.





This book uncovers ten “forgotten trials” of the Holocaust,
selected from the many Nazi trials that have taken place over the course of the
last seven decades. It showcases how perpetrators of the Holocaust were dealt
with in courtrooms around the world, revealing how different
legal systems responded to the horrors of the Holocaust. The book provides a
graphic picture of the genocidal campaign against the Jews through eyewitness
testimony and incriminating documents and traces how the public memory of the
Holocaust was formed over time.

Major-General Merton Beckwith-Smith DSO, MC commanded the British 18th Division during the catastrophic Fall of Singapore in February 1942. A highly respected and much decorated veteran of the First World War, he was captured along with tens of thousands of other soldiers - British, Indian, Australian, and Malay - who were then held prisoner on Singapore Island.

Amidst hunger, disease and widespread despair in Changi, over the next six months he rallied the spirits of his soldiers, created a make - shift university and theatre, and helped to inspire a remarkable renewal of collective church life. At the same time, he improved conditions for hospital patients and encouraged sports and other recreations.

While the fate of many of the men he led was to toil, and often die, on the infamous Burma Railway, Beckwith-Smith was exiled to Karenko Camp, Formosa (present-day Taiwan), where, mistreated and malnourished, he died of diphtheria and heart failure on 11 November 1942.

Beckwith-Smith, was the most senior British officer to end his life as a prisoner of war in the Far East. Yet until now he has been a strangely forgotten warrior. Based on exclusive access to family archives, and drawing on an array of other eye-witness accounts, Michael Snape's richly detailed biography brings to an end that neglect.
