The rapid expansion of the Internet has fueled the emergence of electronic government at all levels in Canada.

E-government's first decade featured online service underpinned by a technically secure infrastructure. This service-security nexus entails internal governance reforms aimed at realizing more customer-centric delivery via integration and coordination across departments and agencies. Yet, as online networking has become more pervasive and public demands for participation rise, pressures for greater openness and accountability intensify. The result is widening experimentation with online democracy. The e-governance focus is thus shifting toward issues of transparency and trust - and new possibilities for re-conceptualizing how power is organized and deployed. In sum, the prospects for digital transformation involve the interplay of these four dimensions: service, security, transparency and trust. This book identifies the main drivers of e-government, assesses the responses of Canada's public sector to date, and sketches out the major challenges and choices that lie ahead.

The findings will be of interest to those studying or working in the world of public sector management and e-governance.

Translation and Gender places recent work in translation against the background of the women's movement and its critique of "patriarchal" language.

It explains translation practices derived from experimental feminist writing, the development of openly interventionist translation practices, the initiative to retranslate fundamental texts such as the Bible, translating as a way of recuperating writings "lost" in patriarchy, and translation history as a means of focusing on women translators of the past.

VOLUME 7, NUMBER 2 (1996-1997) is a special issue of the Journal of Prisoners on Prisons edited by Brian MacLean.

The Journal of Prisoners on Prisons (JPP) is a prisoner-written, academically oriented and peer-reviewed non-profit journal based on the tradition of the penal press. JPP brings the knowledge produced by prison writers together with academic arguments to enlighten public discourse about the current state of carceral institutions. This is particularly important because, with few exceptions, definitions of deviance and constructions of those participating in these defined acts are incompletely created by social scientists, media representatives, politicians and individuals in the legal community.

These analyses most often promote self-serving interests, omit the voices of those most affected and facilitate repressive and reactionary penal policies and practices. As a result, the JPP attempts to acknowledge the accounts, experiences and criticisms of the criminalized by providing an educational forum where women and men can participate in the development of research that concerns them directly. In an age where “crime” has become lucrative and exploitable, the JPP exists as an important alternate source of information that competes with popularly held stereotypes and misconceptions about those who are currently, or who have in the past, faced the deprivation of liberty.

Volume 20, Number 2 is dedicated to the life and contributions of Liz Elliott, who was an active member of the JPP Editorial Board in the formative years of the Journal, and a passionate advocate for prisoners' rights, restorative and social justice. The general section includes a number of articles that highlight the socio-politics and experiences of incarceration in the United States. It also includes two short special sections - one based on the discussions arising from the June 2010 13th International Conference on Penal Abolition (ICOPA) in Belfast, Northern Ireland, and one on 'summit detention' and the mass arrests that occurred during the June 2010 G-20 protests in Toronto, Ontario, Canada.

The Bold and the Brave investigates how women have striven throughout history to gain access to education and careers in science and engineering.

Author Monique Frize, herself an engineer for over 40 years, introduces the reader to key concepts and debates that contextualize the obstacles women have faced and continue to face in the fields of science and engineering. She focuses on the history of women’s education in mathematics and science through the ages, from antiquity to the Enlightenment. While opportunities for women were often purposely limited, she reveals how many women found ways to explore science outside of formal education. The book examines the lives and work of three women—Sophie Germain, Mileva Einstein, and Rosalind Franklin—that provide excellent examples of how women’s contributions to science have been dismissed, ignored or stolen outright.

She concludes with an in-depth look at women’s participation in science and engineering throughout the twentieth century and the current status of women in science and engineering, which has experienced a decline in recent years. To encourage more young women to pursue careers in science and engineering she advocates re-gendering the fields by integrating feminine and masculine approaches that would ultimately improve scientific and engineering endeavours.

Outlining an original, discourse-based model for translation quality assessment that goes beyond conventional microtextual error analysis, Malcolm Williams explores the potential of transferring reasoning and argument as the prime criterion of translation quality. Assessment through error analysis is inevitably based on an error count—an unsatisfactory means of establishing, and justifying, differences in quality that forces the evaluator to focus on subsentence elements rather than the key messages of the source text. Williams counters that a judgment of translation quality should be based primarily on the success with which the translator has rendered the reasoning, or argument structure. Six aspects for assessment are proposed: argument macrostructure, propositional functions, conjunctives, types of arguments, figures of speech, and narrative strategy. Williams illustrates the approach using three different types of examples: letters, statistical reports, and argumentative articles for publication. Translation Quality Assessment offers translators a new set of flexible and modular standards.

Boundaries between business and government are increasingly fluid and often transcended. Yet it remains important to acknowledge and make appropriate use of the fundamental differences between these sectors. The five most critical challenges to business and government in Canada today are corporate governance, lobbying and influence, security and privacy, public-private partnerships, and geography and development.

This book is an exploration of the systemic dynamics of the inter-sectoral governance that shape the collective performance of Canada's national jurisdiction. Three perspectives of the relational dynamics between business and government, drawn from leading Canadian scholars, are adopted in order to frame the examination of independence, influence, and interdependence.

This book makes a case for the advancement of “virtuous hybrids,” while pointing out the challenges that remain in terms of the formation and successful performance of such hybrids in Canada, a challenge that calls for political leadership as well as social learning. An informed and engaged public, wearing multiple hats (i.e. as voter, shareholder, employee, activist etc.) would be the ultimate arbiter of sectoral and collective performance. Volume 22, Number 1 of the Journal of Prisoners on Prisons is a general issue edited by Professor Susan Nagelsen (New England College) and Charles Huckelbury, who is an award winning author and former prisoner. In Engendering Genre, renowned Margaret Atwood scholar Reingard M. Nischik analyzes the relationship between gender and genre in Atwood’s works. She approaches Atwood’s oeuvre by genre – poetry, short fiction, novels, criticism, comics, and film—and examines them individually. She explores how Atwood has developed her genres to be gender-sensitive in both content and form and argues that gender and genre are inherently complicit in Atwood’s work: they converge to critique the gender-biased designs of traditional genres. This combination of gender and genre results in the recognizable Atwoodian style that shakes and extends the boundaries of conventional genres and explores them in new ways.

The book includes the first in-depth treatment of Atwood’s cartoon art as well as the first survey of her involvement with film, and concludes with an interview with Margaret Atwood on her career “From Survival woman to Literary Icon.”

Stigma Revisited: Implications of the Mark is a collection of qualitative, empirical studies of populations who experience stigma. Discrimination, marginality and social injustice are recognized as indelibly tied to the phenomena of stigma. This volume builds on the work of Erving Goffman and integrates a larger, structural understanding of stigma based in Michel Foucault’s governmentality writings.

Contemporary notions of risk, riskiness and danger are linked to the labelling of “deviant” populations in the name of social control and risk management; these labels result in the institutional and systemic perpetuation of stereotypes and stigmatic attitudes. The research presented in this book addresses the individual experience of symbolic stigma as well as the collective impact of structural stigma. With unique, personal vignettes that position each of the academic contributors in relation to their subjects, this collection of essays challenges social science researchers to understand their own role in reproducing and contesting hegemonic discourses that stigmatize and marginalize.

In the early hours of April 22, 1914, American President Woodrow Wilson sent Marines to seize the port of Veracruz in an attempt to alter the course of the Mexican Revolution. As a result, the United States seemed on the brink of war with Mexico. An international uproar ensued. The governments of Argentina, Brazil, and Chile offered to mediate a peaceful resolution to the crisis. Surprisingly, both the United States and Mexico accepted their offer and all parties agreed to meet at an international peace conference in Niagara Falls, Ontario.

For Canadians, the conference provided an unexpected spectacle on their doorstep, combining high diplomacy and low intrigue around the gardens and cataracts of Canada's most famous natural attraction. For the diplomats involved, it proved to be an ephemeral high point in the nascent Pan-American movement. After it ended, the conference dropped out of historical memory. This is the first full account of the Niagara Falls Peace Conference to be published in North America since 1914.

The author carefully reconstructs what happened at Niagara Falls, examining its historical significance for Canada's relationship with the Americas. From this almost forgotten event he draws important lessons on the conduct of international mediation and the perils of middle-power diplomacy.

There can be little dispute that culture influences philosophy: we see this in the way that classical Greek culture influenced Greek philosophy, that Christianity influenced mediaeval western philosophy, that French culture influenced a range of philosophies in France from Cartesianism to post-modernism, and so on. Yet many philosophical texts and traditions have also been introduced into very different cultures and philosophical traditions than their cultures of origin – through war and colonialization, but also through religion and art, and through commercial relations and globalization. And this raises questions such as: What is it to do French philosophy in Africa, or Analytic philosophy in India, or Buddhist philosophy in North America?

This volume examines the phenomenon of the ‘migration’ of philosophical texts and traditions into other cultures, identifies places where it may have succeeded, but also where it has not, and discusses what is presupposed in introducing a text or a tradition into another intellectual culture.

In Life, Fish and Mangroves, Melissa Marschke explores the potential of resource governance, offering a case study of resource-dependent village life. Following six households and one village-based institution in coastal Cambodia over a twelve-year period, Marschke reveals the opportunities and constraints facing villagers and illustrates why local resource management practices remain delicate, even with a sustained effort. She highlights how government and business interests in community-based management and resource exploitation combine to produce a complex, highly uncertain dynamic.

With this instructive study, she demonstrates that in spite of a significant effort, spanning many years and engaging many players, resource governance remains fragile and coastal livelihoods in Cambodia remain precarious.

While Adolf Hitler was seizing power in Germany, Adrien Arcand was laying the foundations in Quebec for his Parti national social chrétien. The Blue Shirts, as its members were called, wore a military uniform and prominently displayed the swastika. Arcand saw Jewish conspiracy wherever he turned and his views resonated with his followers who, like him, sought a scapegoat for all the ills eroding society.

Even after his imprisonment during the Second World War, the fanatical Adrien Arcand continued his correspondence with those on the frontlines of anti-semitism. Until his death in 1967, he pursued his campaign of propaganda against communists and Jews.

Hugues Théorêt describes a dark period in Quebec’s ideological history using an objective approach and careful, rigorous research in this book, which won the 2015 Canada Prize (Federation for the Humanities and Social Sciences).

The Academic Gateway: Understanding the Journey to Tenure investigates the experiences of professors employed in tenure-track positions who are starting their career within a university environment, but have not yet attained the affirmation and permanence that tenure offers. The role that they have taken on entails the preparation of students within a professional school. Some of them have very limited professional experience, while others bring multiple years of experience with them in their transition to a faculty of education.

The contributors speak to the three key components of their faculty role: teaching, service, and research. Addressing organizational structures and differences relative to prior roles, they examine how these changes
have assisted, confused or altered the way they conduct their day-to-day work. They speak about relevant prior experiences, the preparation they received through graduate school, and the details of the learning curve as they entered into their tenure track role.

Have they been successful? The reader will experience the same uncertainty and anticipation every professor goes through during their journey to tenure. This approach amplifies the realism of not knowing whether issues that are spoken about will ultimately be overcome and enhances the validity of their experiences by not biasing the contributions towards those who expect success.

While many professional translators believe the ability to translate is a gift that one either has or does not have, Allison Beeby Lonsdale questions this view.

In her innovative book, Beeby Lonsdale demonstrates how teachers can guide their students by showing them how insights from communication theory, discourse analysis, pragmatics, and semiotics can illuminate the translation process. Using Spanish to English translation as her example, she presents the basic principles of translation through 29 teaching units, which are prefaced by objectives, tasks, and commentaries for the teacher, and through 48 task sheets, which show how to present the material to students.

For over a half-century, beginning with the Spanish Civil War and continuing through the coups d’état and military repression in South and Central America in the 1970s and 80s, Spanish-speaking writers have been arriving in Canada as exiles and immigrants and have been creating new works in their native language.

Cloudburst is a milestone in Canadian literature. It is the first anthology of short stories by Hispanic Canadian writers from across Latin America and Spain to appear in English. Edited by Luis Molina Lora and Julio Torres-Recinos and first published in Spanish as Retrato de una nube: primera antología del cuento hispano canadiense in 2008, Cloudburst is a prodigious collective work, containing forty-two stories by twenty-two authors from nine different countries—Argentina, Bolivia, Chile, Colombia, El Salvador, Guatemala, Mexico, Peru, and Spain—and rendered into English by seven translators.

The stories reflect the enormous variety of Hispanic writing in Canada today. Each of the authors’ native countries has its own artistic and literary tradition, yet all are bound together by the Spanish linguistic and cultural sphere. Moreover, the women and men in the anthology have settled in cities and towns across Canada, some of them entering into contact with the English-speaking literary world, others with the French. A number of them began writing before they left their homelands, while many of the younger contributors started their careers in Canada. Some of them prefer a traditional literary style, others a more surrealist, experimental, or colloquial approach. All of them are passionate about their writing, and all have gone through the common experience of leaving or being uprooted from the land of their birth and settling in Canada, where they face the challenges and difficulties involved in reestablishing their lives in a largely unknown environment. In Cloudburst, through the prism of translation, they share their latest fiction with English-speaking readers.

A provocative reimagining of the Canadian public service. Public administration in Canada needs to change. A handful of scholars across Canada have been sounding the alarm for years but to no avail. Talented young bureaucrats have been joining the public service with fresh ideas capable of creating real change, but the black hole consumes all. In The Black Hole of Public Administration, experienced public servant Ruth Hubbard and public administration iconoclast Gilles Paquet sound a wake-up call to the federal public service. They lament the lack of “serious play” going on in Canada’s public administration today and map some possible escape plans. They look to a more participatory governance model—“open source” governing or “small g” governance—as a way to liberate our public service from antiquated styles and systems of governing.
